BUFFALO (2006-11-10) Erie County Executive Joel Giambra's 2007 budget is getting a cautious stamp of approval from Comptroller Mark Poloncarz.
The Comptroller says the budget is balanced on paper, but he has some serious concerns about revenues because the budget and the four-year plan are balanced on an extension of the 3/4% sales tax.
While the process of extended the tax is underway, it's not yet final. It still needs the approval of the county legislature and Albany.
"It's not a perfect budget. There are issues with it, but it's not a budget that fails," said Poloncarz.
Poloncarz gave the proposed budget a "B" grade at a public meeting in the Eden Town Hall.
The county's fiscal watchdog says he also has concerns about the growing county payroll.
The county's bond rating was raised slightly on Thursday by one Wall St. agency and held steady by two others.
